Which levels can participate?
Only endgamers?
Level 10+?
Level 2+?

Any level just like the elon event all events are usually any level.

Anyone can participate, but you have to be lvl 35+ or 40+ to be on leaderboard I thiibk

Listen, not every event was level +2 ... lol, last year hallow and tarlok were level +10

The only events that were level +2 were goblin and ursoth

so... I need a confirm of a dev on which lvl can participate in the upcoming hallow event

I can confirm it for you. Samhanye said somewhere that one of the purpose the new event system was created is to assure enjoyment and partecipation not just to endgamers but all levels.
