What is going on with twinks. Lvl 14 or 15 are coming in the room of lvl 12. I am well geared and my pet is dovabear and i am being called noob by lvl 14 and 15 while i am lvl 12

My opinion is only lvl 12 should be allowed to fight in a level 12 room to have a fair fight

If a lvl13 opens the room, then lvl12 and lvl14 can join. Are you sure you met with a lvl15?

Haligali was right, only 2 levels above or below your level are the ones you can encounter in pvp rooms.
Level 12 twinks are mostly a contest of skills not gears. I had a twink there with just Conquestador gears, Recurve bow, couple of 1-5k worth rings and necklaces and Malison as a pet yet I still can own a fully geared level 13s and some level 14s. Never happened to me to encounter a level 15 (I doubt this is possible). Are you sure its a level 15?
Or maybe you should ask the level 15 (???) that you encountered in a party while in PVP room, take a screenshot and post it here. It maybe (just maybe) a bug.

not really a 15 exactly i cant remember but 14 for sure and its not fair. it takes a long time to kill lvl 13 and 14 and you will be called noob or people will say you have low damage eventhough i spend more than million on my twink. Is it a fair thing?

Maybe its your skill build then. I got a fully geared (10/10 grands) level 12 rogue running on 127 damage and 1500 health, if your toon didn't reached closed to that then you had either wrong build or wrong gears. If so, then try to find builds on the character class section.

It is because, if the room would be only lvl12, then you may wait for half hour till someone join. This still exist on not so popular lvls with the current system, idk maybe lvl12 more popular so can be filled quickly even if only lvl12s could join, but you see now the reason behind this.
And if a lvl11 open room, then you can be in same room with lvl10s.
