How does the 10m vanity work?

I was wondering what the 10m gold vanity does? i see people have it then there is a money thing that is near/ontop of there vanity. Can someone explian what it does?

It drops coins for beggars to gather around and pick them up for which u will spending 10 million gold. Nothing fancy other than that.
