Its perfect for............str since they dont need to see and a shocking discovery by plfs (fake) is pl birds dont use there eyes but they usebthere nose

Looks like it would add -20% thinking ability to the already -80% thinking ability bears have....

60% should still be plenty to jump up and down and scream and taunt...
Edit: Whoops misread your post. 0% might not cut it, maybe if it was -19% ;)

Oh god now they are going to make items that affect movement speed... NO-ONE will be a outright tank I think.
