Leaderboard Level Requirement

Is there a level requirement for leaderboard event? Does anyone at all know the answer to this? Not looking for opinions, just need an answer.

the only ANS we guys have is "ask sts" or

"check the leaderboard when the event is on"

I have asked Remiem by pm here on forums and sts by Email 2 days ago...no one replied me...so im lost :(

They made it vanities this year which wouldnt impact the balance of the game like the OP pets or weapons they usually award. Also...its more winners. 75 for vanities and 150 for banners. Makes me think itll be open to all. I hope so -.-
