Most rogues rely on warrior heals anyways. Most is the key word.

Rogue's Packs heal over time use to be quite good to keep rogue alive for most cases. Now heal over time pack giving only 2-3% each pump.

Nobody uses packs in pve except by accident. It was a non-issue.

Its not a nerf its a bug fix. Just like the mythic bow needs bug fix not nerf
