Well im level 17 twink i found 4 ghosts
Windmoore at vida saloon
Outpost at stash
Kraag at cannons side auction
Stronghold auction
BUT the 5th ghost is in CITY OF KELYS ??? how can low levels complete this quest ??? oO

Ugh how is that a bug? it was planned to be in kelys city
Most twinks also have an endgame toon, if you do use that one, otherwise go kill stuff at nordr maps to unlock kelys city and finish quest
It only gave me 3 tokens btw not such a big deal

Your wrong we cant open city of kelys on a low lvl. The low levels who are there where bcs the bug made back in the days when we could get via guildhall when it came out.
Im a low lvl i dont use plats. So i wanna do every quest i can to get tokens..
so this quest cant be finished ??? -_-
Solution: replace it to Paradise pier...

The payout is only 3 tokens. It won't hurt considering you have a long time to make up 3 tokens lol.

Every token i can get is usefull. djeez why everyone says 'no big deal' why make a quest when we cant even finish it? no sense at all.

The ghost quest should be achievable for every level. Making your toon level up is not the solution here because there are twinks that can get the quest. Why make your toon level up where in the first place you can get the quest from NPC using the twink.

SS or it never existed.
Can only access 3/5 of the ghosts. The ghosts should be random spawn like jack hallows.

Sir, thank you for your quick action! But the ghost in Stronghold is still unreachable with the toons level 20 below.

U can still get to stronghold under lev20 i thought, party up with 3 others above lev23 and the gate lets you through. Had to be 3 players though. Not proven by me yet, but heard it from diff sources around. Im lev15 pvp so im just standing at the big doors tryin to yell at him as well. Will submit results IF, i can find 3 lev23+ players. Im not friends with any and guild is 15&16
