The same question was on my mind as well. At first I thought it was a portal but then the real portal started showing up and was sitting there thinking wtf.

Maybe 'what' was the wrong question. Why does it drop? Havent seen any quest yet
Perhaps drop a tomb on boss kills only...

It's kind of a hold over from the 2013 event. It doesn't do anything, just a nifty thing that says you pwn'd that mob!

I remember it from last year! It was for a quest, had to find 10 of these things.... So hard for a noob like me back then xD
