as the title is,
and suppose if one of the skill that will be changed is on cooldown, the skill slot will be kept disabled until cooldown finished, and changed immediately after
e.g.:
1. two skill set configured as A B C D and A B E F
2. toon use skill set 1,
3. use skill D, c/d 15s
4. press skill change button 1s after
5. skill become A B E X, X -> disabled on cooldown
6. skill become A B E F after 14s
