Questions about the Cursed Skull gem

I just have a few questions concerning the necropolis cursed skull gem:

Could you tell me exactly how it works? Like does the chance of me draining life increase with the number of gems I have or is the chance the same except I drain more health than usual?
I would also like to know if the drain effect drains enough health to make a difference in lets say a Rogue/ Mage vs Warrior 1v1 or in a guild clash?
