Make a separate leaderboard. The trick is, you cannot go to the regular portal, you must use portals from maps around Arlor, or you can only use forged energy kits. The thing that is ridiculous about LB, is that it's about who has the most money

My Suggestion is that to add Level Slab Filters (like in Auction) on leader boards for each category of Timed dungeons and PVP:
0-6
6-11
16-21
etc.
Lb to show lvl 41 by default
