Yes, if a friend will invite you in his party if he sees paracelsus and needs more players. but to say that everytime you enter the necropolis woods with a random party, chances are getting the boss you want is somehow based on what tier you are.

If you are on a higher tier like gold or platinum and you open map most likely you will get paracelsus or if gold maybe drakeula. I had one run yesterday and i got Valko and scourge after joining as last player in a random party.
