How does this work?

I saw that the lvl 31Mythic gear is weaker than my druid stuff and my uncle explained to me that they could be upgraded and you need the full set to do so.... Can someone feel free to get extremely in depth to me on how th any of this works? There's a recipe to it? Gold to upgrade? How does it work?
