Brain-freeze Black Ice Staff

Does anyone know if there is a proc on this staff?

I'm using it at the moment along with a 'Dark Wand of Albert' on a 2nd load out and I'm trying to figure out whether I should even use the wand or not.

Also does the Wand have a proc too?

One last question about procs... Do other items have procs or is it just weapons? I was wondering if there are armours that proc when hit

All Ice Blast staffs (including the black ice staff) do AOE damage, and freeze. Dark wands have a proc that reduces target damage. Only weapons have procs.

All fire blasters, and ice blast staffs have AoE (area of effect) to damage multiple enemies at once. The staff and wand both have a freeze proc, and apperintly wand had a damage debuff. Just weapons have procs.
