Tarlok Helm/Armor Base Damage Rebalanced?

I just realized some twink-level Tarlok gear got their base dmg revised.

Is it true or I just read the wrong state...

What is the point doing so if they really redid the state? Bulwark all over again?

Moreover, isn't this unfair for those who paid big gold to purchase the gear?
