skill bug?

Hey guys so whenever I place a skill on one of the two other bars that aren't the first one, they wont appear when I hit done. Or sometimes they'll be there but when I switch zones or log out they won't be there anymore...can someone please help? I'd like to be able to use more than 4 skills! :

Are you opening and closing your skills menu? It expends to 3 bars for when you do dungeon crawls, and can be closed down to one bar when you're in town to get it out of the way. If so, hit the little book icon in the right top corner to toggle it open or closed.
