Fix New Mythic amulet proc for rogue/mage

Since rogue/mage usually avoid dmg in PvP/pve, the amulet procs much less frequently than war's .. (Test with rogue, it procs once per 10 tomb3 runs)

I suggest to modify rogue's to base on dmg to single target and mage's to multi-target dmg

I already talked with Remi in CB about this. She said she will bring this matter to the Devs. Well just wait and see. Btw, the crystal pickups only drop 3 NOT 4 if you pay attention to it.
