Balefort Castle Quests Question

So I've been going back and trying to complete some quests, and i have 24/29 completed on the Balefort Castle Quests. The hint says ""Find a scholar or mage somewhere in the world" which would appear pretty obvious to me. The Royal Magician does not have a quest for me, and neither do any of the other NPC's. Any thoughts?

Just did the quest to find Leeha. So now i'm at 25/29. Still says same clue.

The ones that I was missing until the very end were given to me by the eagle ranger near the portal entrance to Wyldewood. Commander something or other. I think he grants a total of 3 quests.
