Yes it has a effect.
Its called "frustration and anger".
The effect starts when you see the original stats in forum and the actual stats in game.

its a legendary in rarity so it doesnt have any effect, Para gem is mythic in rarity so it does,. mythic and arcane in rarity are the only who has an effect
