I've been in game since 2011 but off and on.. I never got cap vanities from nuri hallows or mt fang or such I just got my yr round legends vanities.. how do I complete last two quests in black smoke mountain from fallen prince without those vanities as described.

You need to cap at 76 and then again at 77 for the minimum ring the Fallen Prince can give you. If you capped at a level previous to 76, then you will get 3 piece once you cap at 77.
