I don't know guys where did you hear that so low levels have an ability to enter Paradise Pier. It's impossible: to go there, you need to unlock the Dragon's Jewel, and to unlock Dragon's Jewel, you must do the Windmoore Harbor, where the low levels are simply not allowed (I tried to enter it by my 3lvl sorcerer). And about Expedition Camp - it's definitely impossible, because to go there you have to talk to a guy in Paradise Pier. I hope I helped :)
