Do the effects of Blessing of Vitality/Might stack when used again by the same player or by another? Do any skills stack?
Also, is the range of ice storm really this short?

Ice storm is slightly shorter then firestorms range.
Frost Bite and Drain Life are really long range, a little under mega blasters range.
BOM and BOV do not stack, neither for you or the party.
No skills stack, weakness and nightmare just refresh and BOV and BOM refresh every time they are casted.

The main reason to recast BOM and BOV as often as they cool down (with some tactical timing thrown in, of course) is for the short-term self-buffs. You want the BOM self-buff active before you toss off a Drain Life, for example, because that crit is going to hurt the target. And BOV's armor bonus... well, it's an armor bonus -- always a good thing.
