Where is the best place to farm kills without getting a lot of XP?

Why would you not want XP? If you are a twink, you can disable XP gain. I'd run Kraag Tombs 4.

Keep running the easiest maps until they give no XP, then move up. Should be 1 XP per mob.

That lvl 19 is a season 1 player who came back. I saw one guy named ''Fighter'' i guess, he had like 21k kills at lvl 16

Run to kraag, enter daily tavern, accept his quest and run map then exit before boss spawns. After you are out the map, click quests, bard, go. Repeat this to get the maximum amount of kills for minimal leveling. Trust me.
