i would like to make a war bird but i am not sure what skills would be helpful and how many points to put in strength and dex.

Highest dex possible to raise hit and crit in cost cases. Might I ask what level?

Depends on the level. My favorite is level 35 with iceberg armor and longsword and s vyxnaar helm, or copperhead helm, or legend helm lvl 35. (30 works too)
