How about having minimum level requirements for the BS quests, particularly the side quests? The side dungeons already require that you have the quest to enter.
It's a bit disconcerting to see a level 18 walking in. And not that useful.
Maybe make it so you have to be at least level 45 to take those quests? Like the quest mob looks you up and down, sneers and tells you to come back when you look more battleworn.
