This is one of the reasons why I am no longer endgame, is mostly a matter of luck already in this game, and unless you do a gigant effort, there is no guarantee of finding what you are looking for. You can do 1000 runs and finding absolutely nothing, on the other hand, other people with "luck" you can make 25 runs and find it.
No, this is not arbitrary in the absolute, here the effort and willingness are not rewarded, only the question of that he had the lucky enough to find it.
