Guys I want to know which one is better for Mage /Sam or Singe?

PVE : SAM
PVP : If TWINK SINGE > SAM, If ENDGAME SINGE or SAM any.

depends on ur class as well i guess u are/were a rouge/mage at absolute and i would recommend u to buy sam for ur endgame char ty.

Actually, it depends on your gear and play style. Unless you have arcane ring and new amulet and imbued set you are gonna get 1 hit by rogues. This is a fact that you will have to face someday. Singe may help you over come that, but mages are still the squishiest class of the 3. If you like to play aggressively, go for sam. The panic and crit goes right with your play style.
