Frost Bow Proc

Everytime the frost bow procs, it pulls in my party as well. This has happened in both pve and pvp. This isn't suppose to happen??

I've been running with a lot of Frost bow users and never noticed this. It's working as intended, at least on PvE.

It seems to have stopped pulling in my party.
