To clear this up, the right answer for your question is you can loot Arcane or Mythic items in ANY levels.

i got l31 mythical armour

Any level. I open locked on lvl 1, 15, 23, and 41. They have all with the exception of the lvl 1 looted arcane and mythic. It has been said a toon that has never looted red has a better shot at it.
