Frostbite blades proc?

Was wondering if these legendary daggers have a proc or not. There isn't a description of one when viewing in the inventory and I haven't seen one go off while using. I know a few Mage weapons like this that actually have a proc tho like wyrmbone staff.

Any info is appreciated.
