Balefort sewer sets

Hey guys,
U know how the balefort sewer set bonouses are released, does te set have to be lvl 55 or can u have a lvl 53 set or 51 and still get the bonouses?

As far as anyone has seen, they have to be 55. No 51 or 53 set bonuses, I think.

No 51/53 pieces complete the set, much like how they won't work for crafting.
