Usually, a higher base damage weapon is better at higher levels than a high dps one.

Example:
A. 50 damage per hit, 2 hits per sec = 100 dps
B. 80 damage per hit, 1 hit per sec = 80 dps

Scene 1: enemy has 0 armor. A would be better than B because it will be a simple 100 s 80 dps comparison

Scene 2. Enemy has high armor, lets say 40. In this case, B is better. A will be 50-40 =10 times 2 (2hits per sec) so effective dps is 20. B would be 80-40 = 40 times 1 (1 hit per sec) for an effective dps of 40.

without really going into much detail would a weapon with a higher dps be better if attack speed is the same?

If two weapons have the same attack speed, and one offers higher DPS, then it must also mean that it has higher base damage. So yes, it would be better :)
