I have noticed that the frost bow proc pulls and damages allies in PvP. Have not tested in PvE yet, but will update once I have.

EDIT: Yes it happened to me too when i aas flagging. my ally rogue suddenly ambushed an enemy tank...the proc was close to me and i got pulled in it!
