What if guilds had a kind of co master called guild guardian they can promote members to recruiter but not officer. They would have to be someone you trust since they can remove members too. Not sure if it will be used but thought it could be usefull for guilds.

Why would you want to do that? Might as well just give promotion rights to officers, although personally I would object to that.
Recruiter is the main line of quality control in a guild. I consider it a more important, and certainly more challenging job than officer. To allow random promotions is to open your guild to all sorts of issues, not the least of which is re-recruitment of guild hoppers and players who have been kicked already.
Making a single co-gm position with all rights except /guilddisband would be the only change I think useful for guilds at this point. Even then it would just be for convenience, so would certainly not be a priority for the devs.
