Naturally even the best legendaries will depreciate dramatically when the cap raises so no.
If people were to twink at lvl 41 they would probably run with mythics which would also be cheaper because of the new expansion. Also since Planar Tombs would get scaled too with the new cap it is possible that lvl 46 Planar gear would be available too.
