Brakenridge Map lvl1 scales to lvl41

Brakenridge map lvl1 scales to lvl41 players
but other Brakenridge maps do not

(noticed this while at the map, attacking enemies and thought
"Hmm they shouldn't be able to survive a charged attack from my super awesome planar staff...")

I first thought that this store gear really sucks, but then noticed other ppl had the same issue.
