What's the ratio between dex and int? Int muz be two time of dex?

There are a variety of builds for a Dex mage, and as long as you are using Dex gear, you qualify. They vary from about 1/2 Dex (sometimes even a bit less) to pure Dex.

I would increase dex so there is just enough for your gear. Then I would increase the rest on intell.

This kind of dex mage is like a supporting-dex mage. Meaning they have good 1v1 damage for bosses, and then the int gives them slightly higher skill damage, meaning they can help support taking out mobs. But not nearly as effective as a pure int.

The most common dex mage I see is pure dex mages. They are weak birds debuffed, but when they buff up, they turn into super birds. This is because of how powerful the enchantress buffs work with the dex skill and armor. So all in all, dex mage is only strong while a buff is up. No buff = weak dex mage.
