I heard that if i use a 51 - 53 lvl character i would get more 51 and 53 items is this true?

Item level is attached to the highest level on the group. If the highest player is a level 51 or below you get 51 items, if the highest is level 52-53 you will get 53 items if the highest player is 54 and above you will only get 55 items.

Your whole party has to be under a certain level to get level 51 and 53 drops. So if your whole party is 51 (probably 52) or lower then you will get level 51 drops, and if the whole party is 54 or lower you will get level 53 drops.

I got a level 53 mega mage wand when I was 54, so the cutoff for 53 pinks has to be 55, and that's why I also would guess partys up to 52 can still get 51s.

Nice to know. After I reached 54 all the drops I got where 55 and I was either the highest or on par with the others rarely got any 55 on the grind group. As always thanks for clearing that up.

in other campaigns you have to also consider the map level, but in BS you just need to keep the party level low enough to get low drops

With the side dungeons, especially bank vault and fetid, you'll also have to watch the threat level if you want to drop a particular level item.
You basically have to "kill enough" before engaging the mini-boss, otherwise he'll drop an item that is above the level you're trying to get.
It's trickiest with Bank Vault since Beargular is in close proximity to the entrance. I believe you can't even drop a L51 using a L52 in there unless s/he joins after Beargular has been engaged with a lower level.
