I believe auction should only charge a fee if the item is bought.

No need to make the manipulation of the market rates easier than it already is. Adjust your asking prices instead.

I don't really think the fee is a problem. I'm not good when it comes to economics, considering how old I am, but I know a lot of games that have a fee for listing up items. For items that have a fee that is a bit too pricy, just look for buyers in towns. It might take longer, but you save gold.
