Not always, as that's also the time hoarders release their bulks of lockeds, so price may not change much. People are also not really interested in lockeds now, so it's very uncertain :)

Here is an example: Semi-recently STS released "Open lockeds for 1/2 price platinum" So you could open them for 7 plat (or was it 8?) instead of 15.

Locked crate prices in CS went up from about 5k each to about 8-9k each.

STS released this promotion as a surprise. No-one knew it was coming until the in-game message popped up saying "Server will be down in 15 minutes for update" As soon as they broadcast that message many people started checking the forums for update info. It was there that we found out the update would cut locked crate opening prices in half. Now for those 15 minutes before the server went down, locked prices went up to even 8k-11k ea in CS in anticipation for the update. At that time crates were selling in CS so fast that I could barely even buy one. After the update/server restart crate prices seemed to settle at about 8-9k each. It's interesting how the market works.
