Like 10th gobby kill since the game came back. Maybe they fixed the drops. Was just fighting gobbies in various areas. No re-roll, btw. No lep either.
Unfortunately it's for warrior. So here:

Maybe they fixed drops. Or we're not seeing because it's not tradeable and looks a lot like the old ones.

I got a vanity today killing about 20 goblins, so yeah the drop rate has been fixed I think :)

There are two types of leprechaun vanity this year right? The normal, non-tradeable version and the tradeable (Lucky) version.

All you do is kill the goblins that come out of the crates, you have a chance of getting one then

Re-rolling is not necessary. It seems like the drop rate is about 1/20. Seems to be consistent so not much luck involved.
So far I've gotten:
2015 Leprechaun Hat ROG x1 SOR x1. Still haven't gotten a WAR one.
2015 Leprechaun Garb ROG x2 SOR x1 WAR x4.
Hahaha, I have the opposite problem of the person who hasn't gotten a warrior one yet! I use a Sorcerer to farm.

Ive had 11vanitys so far and only 3 has been for my class, only just got a set for my warrior

No lepre is not necessary for vanity drop. I got two vanities of mage without wearing lepre.
