K ofc because scaling to lvl always means the stats are the same at each lvl.

no, the should be an equation behind it on how it scales to lvl. Twinking will be ruined if the stats are almost like endgame rings such as 38+ are mostly 36lv or above though i could be wrong, The ring will be OP...and thus will ruin twinkings...
