anyway PL shields are GIVEN by devs, not dropped or bought. They are given for community efforts, winning contests, etc. event awards only.
EDIT: also if the devs deem you worthy :D

I'll let you in on a secret, I've only told one other lvl 20 in fort blackstone. They drop in fathom crypt, and are very rare, but hurry, because they stop dropping in 2 days. So you better start now;)

He's just upset that the super duper rare shield is now a fairly common shield. I know I know.. still super rare with how little in game, but they gave out more PL shields in one go then they did with all other contests combined (maybe..?)

lv7. and can only be accessed thru the hidden quest given by the fathom crypt town crier. who will only give it to you if you craft a pumpkin helm with a crown to get a PUMPKING HAELM. and to get the recipe you need to find and kill the secret vyxnaar in shadow caves lv5. imagine the drop rate of his helm... now imagine this recipe being 10x more rare. then, you need to clear lv6 where every corner there are 2 shadow djins and thos witches randomly spawn to mess things up. and bosses have no leashes.

one thing i do like about the number of shields that dropped is that active forum members who are active players got them, so i can now actually see them in the game. before the contest, i had not seen one since kavanah.
it lets me pose and have battles between the shields lol
