Does the leaderboard banner come out before expansion releases? Or at the same time?

Its only rewarded when a season ends, so yes it will be rewarded when the expansion is out.

When the season ends, they take shots of the leaderboards and banners are granted within 48 hours ;)

Usually after the Season Expansion you wait 1-24 hours for the banner to appear on your inventory, I remember a dev launching the banners before the expansion/update but sadly artwork data were stored in the update file so 1 day wait.
