How exactly does this work?

When you add someone in your area (level/towne) it is instant. When you press add player, then type the name, it takes a while..

Is this how it is supposed to be, and will we see a fix to this ever?

Yes, if the player is online and by you, you can add them by sending them a request instantly, or you can type the name if they are offline, or not next to you, and they will get the request. No updates have been spoken of from what I have seen, I don't see any flaws in it!

You didn't understand what I was saying.. When you add someone online, who is not next to you (meaning you type in the name to add friend), it is super delayed. I have had one been delayed by up to 10 min.
