Slag

Not sure if its just me, or if everyone has this, I have been using slag on my twink for a while, and I noticed that its panic rate is way below normal, I did a small test with a guild mate of mine, after using the aa 5 times, none of them resulted in him getting a panic, I also noticed that if your target is moving, they have a much smaller chance of getting the panic vs them just standing still or barely moving. Is this the case for everyone, or does everyone else get a happy panic spewing slag?
