The enrage timer automatically triggers if you fight the boss with the clones already present usually after restarting the boss. It gets triggered once they detect/target you.

That's due to chain aggro as I like to call it. To battle it you have to go in, pull everything to the left or to the right side of the map, kill the clones, die shortly afterwards.
If used correctly and from the beginning, this will allow you to fight Rutger for the whole fight without clones. One person gets in, aggros Rutger, makes him go as close to the left upper or right upper corner, waits until he spawns clones, dies, carefully aggro Rutger and fight him diagonally from the clones' location.
