I have seen that name several times in outpost and kraag. Should they be reported?

If you were to have deleted your character with that name, and someone else managed to obtain it, then it isn't a crime unless that player is telling others that he is you. If you were scammed or impersonated, please send a detailed email to support@spacetimestudios.com. Calling other players out publicly on these forums is against the forum rules, as it only incites drama.
