can you only collect 25 potion health/man while doing runs it seems to max?

Yes. But after 25 potions, you can stash them and get another 25 next run etc...

For looting, yes. The game won't let you loot mana or health potions of you have over 25 of one/each. You can however (as you may know) buy up to 9,999 potions if you buy them out of the store, or from Ellie the enchantress (Ellie is discounted)

If you're farming, as Jay said, you can stash the 25, and farm more, or give them to a friend, or even if you have a second device, toss em to that character and move on.
