Change of Skill Suggestions

Hey i was just thinking, wouldnt it be cool if some of the skills are affected by how much hp or mp you have left? like remove some of the skills like nightmare or weakeness off of mage and put it as a new skill that has damage corresponding to how low your hp or mp is, but it might not work out of pve because you could essentialy almost 1 hit a boss, so have a dmg cap on it or something
